The position as at 29th July 2008
We are delighted to report that the
Chilling/Brownwich areas are safe - for the time being. They have been removed
altogether from the Hampshire Minerals Plan :
- On 10th July 2008 Hampshire County Council approved the Hampshire Minerals
Plan for publication, consultation on its soundness and subsequent submission to
the Secretary of State.
- The decision to approve the Plan followed a recommendation by the Hampshire
County Council Cabinet at its meeting on 23rd June 2008 when the report of the
Director of Environment was considered. That report reviewed HCC's
decision-making process and concluded that
"Chilling and Brownwich Farms, Warsash (South Hampshire) should be rejected as
alternatives to other areas.”
The reasons stated were:
"appraisal issues (protection of existing uses - agriculture/recreation.
Strategic undeveloped and open coastal landscape) - preference for Hamble
Airfield and Forest Lodge Farm."
- CamelSolent will remain vigilant and thwart any attempts made to re-introduce
Chilling/Brownwich into the Plan. Any such is likely to come from Hamble as
Hamble Airfield remains in the Plan.
- The Director of Environment’s report states that nearly 14,000
representations were received from about 5000 respondents and that the three
areas of Hamble, Warsash and New Milton generated over two-thirds of the total
representations (see post).
- Hamble organised 10 representatives to attend and make representations at the
Council meeting on 10th July. CamelSolent decided that representation at the
meeting in respect of Chilling/Brownwich was unnecessary as the area was no
longer mentioned in the Plan. At the meeting, one Hamble representative asked
why Chilling and Brownwich has been "knocked off the list" to which the response
was that:-
* The two sites should not be regarded as alternatives.
* The nature of the Chilling and Brownwich site was such that it was entirely
inappropriate to include it in the Minerals Plan.
* Chilling and Brownwich had generated many more letters of complaint - over
2000. Hamble was less than half that. People Power working.
- All the arguments put forward on behalf of Hamble objecting to Hamble
Airfield's inclusion in the Hampshire Minerals Plan apply equally to
Chilling/Brownwich and every other area where gravel extraction is to take
place. Effectively the impact on those living in the area. The difference
between that situation and Chilling/Brownwich is that this area is a unique,
unspoilt, undeveloped part of the countryside including several site of specific
scientific interest and available to, and enjoyed by, people from all walks of
life across Hampshire and beyond. This contrasts with what is a former airfield
likely to be developed in any event. That is the fundamental difference between
the two areas and this has obviously been recognised by Hampshire County
Council.
All those who attended the meeting at Brookfield School on 5th January 2008 and
who subsequently made representations to Hampshire County Council played their
part in influencing the decision to remove Chilling/Brownwich from the Hampshire
Minerals Plan.
